Due to the Generals Coup and the very weak South Vietnamese government, the Unites States could not help them combat the North Vietnamese. With a very weak government in South Vietnam, the United States could not help aid them with their fight against the North Vietnamese. This cartoon is criticizing the United States efforts to help aid the South Vietnam when they have weak too little government institutions. This is cartoon is also portraying the role of United States foreign policy. In this case, the United States foreign policy wasn’t effective because they could help the South Vietnamese combat the North Vietnamese due to its very weak government.
